The implementation of these functions has a positive impact on improving religious study activities, socio-religious programs, and congregation participation. The planning function helps in arranging programs systematically, the organizing function clarifies the division of responsibilities among administrators, the actuating function increases the motivation and participation of congregation members, while the controlling function assists in evaluating activities to improve future programs. Supporting factors include the support of religious and community leaders, cooperation among administrators, and the enthusiasm of the community toward religious activities. Meanwhile, inhibiting factors include limited funding, inadequate facilities, limited human resources, and low involvement of younger generations. Therefore, the implementation of da’wah management functions plays an important role in enhancing the effectiveness and sustainability of majelis taklim activities in Kualuh Hulu District, North Labuhanbatu Regency.
